In short: every nation buys 2 gold ingots after this session, nobody sells, the Gold Exchange closes entirely until we meet again, and the treasury prints at 5% inflation for this session only.

The treasury bleeds. Any fool with eyes can see it. While lesser nations wring their hands and call meetings to discuss discussing it, Caeroyna acts. The Tsar does not watch his people starve while the ledgers are debated line by line, he cuts the wound shut.

The Empire has weathered famine, war, and worse, and it did not survive by waiting politely for permission to survive.

Here is the cut:

I. Every nation seated in this chamber buys two gold ingots the moment this session ends. Not one. Two. No exceptions, no excuses about empty pockets, if your coffers are that thin you should already be terrified.

II. No nation sells so much as a single ingot until we meet again. The gold stays where it's put. A vault that leaks is not a vault.

III. The Gold Exchange closes entirely, doors barred, until the next session. No trading, no clever workarounds, nothing. Let the market sit still and bleed no further while it heals.

IV. The treasury prints at five percent for this session and this session only. A controlled burn, not a bonfire. Enough to stop the bleeding, not enough to drown us in worthless paper.

Caeroyna does not pretend this is painless. It isn't meant to be. The Tsar has broken harder things than a market to save what mattered, and this treasury matters. We would rather every nation here grumble about two gold ingots than watch the whole Union crumble because

everyone was too polite to act.
