Fewer Sessions

The council meets every three weeks instead of two. Nothing else changes. Business goes on as before, only the calendar bends.

Too much time spent in chairs. Nations bled dry building roads, walls, armies, while their leaders sit and bicker every fortnight. One less session a month means one more week where hands are on tools instead of empty air.
