Once Caeroyna, Aegis Order, or Evergreen has claimed at least 100 chunks beyond its current total, that nation may exempt up to 100 of its claimed chunks (across one town or several) from upkeep.
The motion passed.

Three nations carry this civilization on their backs. The rest lean on us. That is fine. A back that carries weight should be fed, not taxed for the privilege.
Land sits empty while people wait outside our gates with nowhere to stand. Claim it. Once each of the three has staked 100 more chunks than it holds today, 100 chunks among those claims pay no upkeep. Not free land. Earned land.
A nation may hand its share to one town or scatter it across several, 50 here, 50 there, the choice is the nation's own, not the Assembly's.
The treasury does not open its coffers for chunks that don't yet exist. Grow first. The relief follows the growth, never before it.
More land to work means more mouths fed on gold, not less. Nations racing to claim their share will buy gold, not sell it. What the treasury loses in upkeep, it gains back at the Exchange.
The ledger, plain, so no one claims ignorance later:
- Koloross: 443 chunks held.
- Abaddon: 240 chunks held.
- Silver Stag: 30 chunks held.
- White Foot: 135 chunks held.
