The Empire brings this before the United Nations: fund the search for ground beyond every banner's reach, and raise upon it a gate to the End that no nation may bar to another.
No crown may claim the void between worlds.
The motion passed.

That much is already law, and rightly so, The End belongs to no throne. Yet the gate to it sits locked behind whatever mining camp stumbled onto a stronghold first, and calls that ownership. The Empire did not bleed two hundred chunks from the wilderness
to be told "no" by a jumped-up hamlet squatting on a portal. If the End cannot be claimed, then no one may cage the road to it either.
The Tsar's word is simple: send parties out, find land fit for no banner
, spend the treasury to build there, and cut a passage to The End open to every nation that walks it. Let the church bless the diggers. Let the gate stand as proof that even Caeroyna, who takes what it wants, will not stoop to hoarding what belongs to no one.
Effect: the United Nations organizes and funds an expedition to locate the End Portal, constructs a settlement there at UN expense, and guarantees access to The End to all member nations through it, permanently.
